Joint Statement from ACTE, Advance CTE on Career and Technical Education in FY 2022 Presidential Budget Proposal

Alexandria, VA – Today, President Joe Biden unveiled his Fiscal Year (FY) 2022 budget request, including suggested funding levels for discretionary programs as well as detailed spending proposals for the American Jobs Plan and American Families Plan.

The Carl D. Perkins Career and Technical Education Act (Perkins V) Basic State Grant received a disappointing 1.5% proposed increase in funding, $20 million, compared to the overall U.S. Department of Education agency increase of 41% in the FY 2022 discretionary request, while the additional $1 billion dollars recommended for each of the next ten years through the American Jobs Plan represents an historic increase in CTE. The FY 2022 budget and the American Jobs Plan proposals nearly double the federal investment in career and technical education (CTE) when combining the increase to Perkins V and the proposed American Jobs Plan investment.

ACTE and Advance CTE look forward to working with the Biden Administration and Congress to secure an increase in Perkins V that is more reflective of the needs of the CTE community and to enact additional investments in CTE via the American Jobs Plan. These investments, together, will go a long way in remedying the historic underinvestment in CTE and helping to ensure each learner has limitless opportunities to access and be successful in the high-quality CTE program of their choice.

ACTE Awarded Grant for Growing a Postsecondary Leadership Success Program

Alexandria, VA— The Association for Career and Technical Education (ACTE) has been awarded support for the Growing Postsecondary Leadership Success Program at ACTE, Sponsored by ECMC Foundation. ECMC Foundation approved this grant in late April as part of the CTE Leadership Collaborative; funds will be used to support postsecondary practitioners known as ECMC Foundation Fellows (Fellows) and build a sustainable model for the Postsecondary Leadership Success Program (Program).

 

The Postsecondary Leadership Success Program at ACTE is a year-long fellowship designed to support current and aspiring postsecondary CTE leaders, as well as their institutions. Fellows are encouraged to establish and refine their goals in various leadership and management positions, while learning more about communication, collaboration, networking and problem solving. The focus of the program is to empower Fellows to hone their ability to facilitate institutional change, as they are asked to identify an issue, particularly addressing the needs of underserved groups, that they want to change. Over the course of the fellowship year, Fellows continually develop their Institutional Improvement Plans (with the support of their mentor and ACTE staff) and are invited to present their plans to other CTE leaders at ACTE’s CareerTech VISION each year.

 

ACTE recognized the importance of postsecondary CTE for the future workforce. As the United States is increasingly facing a deficit of skilled workers, the need to get additional people in and through postsecondary education and training has never been more necessary. The Postsecondary Leadership Success Program was built to start grassroots movements at the many postsecondary CTE institutions where the Fellows work. By participating in the Fellowship, Fellows receive support and guidance to make influential change surrounding postsecondary CTE. The goal of this new grant is to explore and build a model that will allow for the Association to continue to provide the program when ECMC Foundation funding sunsets. By continuing to offer a successful program, promoting it widely throughout the postsecondary community and working with a national advisory group and program alumni to consider new sustainable business models, the program will be well positioned to continue past its initial start-up funding.

 

ACTE launched its first cohort of 20 ECMC Foundation Fellows participating in the Postsecondary Leadership Success Program in 2019 and is currently facilitating their third cohort, which was announced this past March. Altogether, 39 Fellows from across the country have completed the program and made tangible contributions to their institutions. The Program provides professional and career growth opportunities to Fellows, many of which have received promotions or title changes due to their involvement. The Program also includes a research study to help determine what efforts best contribute to leadership development among postsecondary CTE professionals and the creation of resources that can be widely distributed to support others in the field.

ACTE Releases Report on CTE During and After COVID-19

Alexandria, VA – While COVID-19 has led to many challenges for CTE, the pandemic has also created opportunities for innovation in CTE program delivery. ACTE’s latest publication, High-quality CTE During COVID-19: Challenges and Innovations, generously sponsored by MajorClarity, describes these challenges, shares examples of innovative practices, and provides recommendations for how CTE leaders can better prepare the post-COVID-19 workforce and embrace lessons learned during the pandemic.

This report highlights two of the biggest challenges CTE professionals are facing during the 2020-21 school year: motivating and engaging learners and providing hands-on learning and lab hours. It also shows how CTE educators have risen to the moment with flexibility, creativity and perseverance. As the country begins to emerge from the pandemic, ACTE recommends that CTE leaders reassess labor market alignment of their programs, focus on skilling and reskilling the workforce, commit to equity, embrace innovative tools and delivery models, develop and support CTE professionals and advocate for CTE. These challenges, best practices and recommendations are explored further in the report.

ACTE Announces 2021 Postsecondary Leadership Success Program Fellows 

Alexandria, VA—Today the Association for Career and Technical Education (ACTE) announced its third class of Fellows for its 2021 Postsecondary Leadership Success Program at ACTE – sponsored by ECMC Foundation (PLSP-ECMCF). The program’s review committee selected 20 participants for the 2021-2022 cohort.  The PLSP-ECMCF will support current and aspiring leaders in career and technical education (CTE). The goal is to provide professional and career growth opportunities to the next generation of leaders at nonprofits and postsecondary institutions offering CTE programs.

This is ACTE’s third cohort of 20 CTE postsecondary professionals in leadership development activities. These activities include creating a personal development plan, attending virtual and in-person professional development sessions, sharing best practices with the field and engaging with a mentor. ACTE and Advance CTE Release Eighth Annual Report Examining State CTE Policies

Alexandria, VA – In 2020, career and technical education (CTE) adapted to the challenges brought about by the coronavirus, continuing to deliver high-quality programming nationwide across all learner levels. CTE also remained at the forefront of state CTE policy, with 31 states enacting or passing 67 CTE-related policy actions. Today, Advance CTE and the Association for Career and Technical Education (ACTE), with research support from the Education Commission of the States, released their eighth annual report, State Policies Impacting CTE: 2020 Year in Review.

This report highlights major trends in CTE and career readiness policymaking, and includes a companion online state policy tracker that tracks and analyzes legislative actions by state and content area. While there were fewer CTE policies enacted this year than in past years as states dealt with the pandemic, states still showed a commitment to high-quality CTE through their policymaking. Funding, industry partnerships/work-based learning and access and equity were the top three policy categories this year, followed by policies addressing dual/concurrent enrollment, articulation and early college, and data, reporting and/or accountability. In addition, the report spotlights several states that enacted CTE-related policy specific to the coronavirus pandemic. 

“Like all sectors of education and the economy, CTE programs have had to change the way they operate this past year, but quality and equity have remained at the forefront of CTE policy. The CTE-related policies enacted in 2020 show that CTE is the key to getting the economy and workforce back on track,” said LeAnn Wilson, ACTE’s Executive Director. “States have passed new and innovative policies to address emerging issues, such as reimbursing schools for COVID-19 related costs and creating rapid workforce training initiatives to reskill and upskill unemployed and underemployed individuals. As the nation continues to navigate the new COVID-19 impacted world, high-quality CTE programs are more important and needed now more than ever.”

What: The Association for Career and Technical Education’s (ACTE) annual CTE Month site visit will take place virtually at Butler Tech in southwest Ohio, one of the largest career and technical education districts in the nation. This virtual event will include an overview of Butler Tech’s six campuses and 11 associate schools, followed by in-depth looks at key programs and comments from CTE students, staff and alumni on how this CTE district is preparing students for college and career readiness. ACTE Announces Board of Directors 2021 Election Results

Alexandria, VA – The Association for Career and Technical Education (ACTE) is pleased to announce the results of the recent election for several spots on its Board of Directors. The election was open to ACTE’s membership of roughly 25,000 educators, administrators and other CTE professionals. The following members were elected:

Scott Stone, President-Elect
Mr. Stone is an Agricultural Instructor at Centralia R-VI School District in Centralia, Missouri. His one-year term will begin in July 2021 and will be followed by one-year terms as president and past president, respectively.  

Shani Watkins, Region V Vice President
Ms. Watkins is the Director at West Sound Technical Skills Center in Bremerton, Washington. She will serve a three-year term beginning July 2021.  

Robert Torres, Agricultural Education Division Vice President
Dr. Torres is a Professor and Department Head at University of Arizona in Tucson, Arizona. He will serve a three-year term beginning July 2021.

Holly Strand-Rysgaard, Health Science Education Division Vice President
Ms. Strand-Rysgaard is a Health Sciences Instructor at West Fargo Public Schools in West Fargo, North Dakota. She will serve a three-year term beginning July 2021.

Beth Parks, Region II Vice President-elect
Ms. Parks is the Director of CTAE at Oconee County Schools in Watkinsville, Georgia. She will serve a three-year term beginning July 2022.

Brandon Russell, Region III Vice President-elect
Mr. Russell is the Director of Career, Technical and Adult Education at Columbia Public Schools in Columbia, Missouri.  He will serve a three-year term beginning July 2022.

Susan Leon, New and Related Services Division Vice President-elect
Ms. Leon is an Instructional Specialist at West-MEC in Glendale, Arizona. She will serve a three-year term beginning July 2022.

Additionally, the vice president-elects whose election occurred last year will join the Board as vice president in July 2021. Eric Ripley will assume the position of Administration Division Vice President and Gibby Gibbons will assume the position of Counseling and Career Development Division Vice President.  The Board of Directors appointed Kristina Ropos to begin her term as Postsecondary, Adult and Career Education Division Vice president early in July 2020 due to a vacancy in the position; her term for this position is will conclude June 30, 2024.

ACTE 2021 IAED Mentorship Program Participants Announced

Alexandria, VA – The Association for Career and Technical Education (ACTE) has announced the selection of 32 mentors and 36 mentees to participate in its inaugural year of the IAED (Inclusion, Access, Equity, and Diversity) Mentorship Program.

The goals of the IAED Mentorship Program are:

  • To provide mentors to ACTE members interested in IAED
  • To encourage ACTE members interested in IAED to pursue leadership roles in ACTE
  • To advise existing leaders in ACTE on IAED issues

ACTE Announces 2021 National Award Winners

ALEXANDRIA, VA — Today, the Association for Career and Technical Education (ACTE) announced its 2021 national award winners in eight different award categories. Winners were announced for the Teacher of the Year, Postsecondary Teacher of the Year, Teacher Educator of the Year, Administrator of the Year, New Teacher of the Year, Counseling and Career Development Professional of the Year, Lifetime Achievement and Carl Perkins Community Service Awards. ACTE named its national finalists earlier this year.

The national winners were announced at the ACTE Awards Gala, the first virtual award presentation recognizing the best CTE educators in the country. The event took place on Thursday, December 3, during ACTE’s CareerTech Virtual VISION 2020. The Awards Gala was sponsored by Express Employment Professionals, CareerSafe, Goodheart-Willcox, eDynamic Learning and Stratasys. ACTE 2021 Fellowship Program Participants Announced

Alexandria, VA – The Association for Career and Technical Education (ACTE) has announced the selection of 24 participants for its National Leadership Fellowship Program, which provides educators with an opportunity to enhance their leadership skills and involvement in professional organizations. The program identifies, trains, and motivates a cadre of leaders who will continue to advance efforts which support an educated, prepared, adaptable and competitive workforce.

The Fellowship Program is a one-year commitment from January 1 through December 31, 2021. Each of ACTE’s five regions and the majority of Divisions are represented in the program. In addition to more experienced educators, this year’s fellowship class again includes a cohort of new professionals, geared towards those with 2-5 years of CTE experience. The fellows are required to complete several activities throughout the year, including conducting an in-person visit with a local, state and federal legislator, writing blog posts, attending at least two required events and submitting a final summary of their accomplishments to ACTE’s Board of Directors.

Cindy Stover will serve as the Fellowship Coordinator through 2021.  She currently serves as the executive director of Illinois ACTE, and previously served as the ACTE Region III Vice President. She has extensive CTE experience, including leading different CTE centers.

Doug Major and Dr. Dawn Lindsley have been selected to serve as the 2022-2023 Fellowship Coordinators.
