Updating the Quality Framework

Since 2018, the ACTE Quality CTE Program of Study Framework® has supported the CTE field with evidence-based criteria defining quality across a CTE program of study and a companion self-evaluation instrument that practitioners can use to assess their practice, celebrate strengths and identify areas for improvement.

The Framework is now eight years old and the CTE field has continued to evolve and innovate. So, during the 2026-27 school year, ACTE is launching an update to the Framework to ensure that it continues to be a relevant tool for CTE practitioners. This update process has three goals:

  • Revise the Framework criteria to reflect changes in the field
  • Explore improvements to the online self-evaluation interface and score report
  • Consider additional networking and professional learning opportunities around the Framework

Update Process

To ensure this effort is informed by a wide variety of CTE stakeholders, ACTE will incorporate the following activities:

  • Holding focus groups and listening sessions with ACTE members and other CTE representatives across different institution types, learner levels, disciplines and areas of expertise
  • Soliciting input from an advisory group of CTE experts through a combination of surveys and open-ended feedback opportunities
  • Fielding a user survey to gather feedback from those who complete the online self-evaluation
  • Conducting a literature review of similar quality standards and frameworks available on the state and local levels, including adapted versions of the ACTE Framework

We anticipate the revised Framework will launch in summer 2027.
