ACTE Announces Maryland Senior Executive Director in the Office of College and Career Pathways as National Award Finalist

ALEXANDRIA, VA—Today, the Association for Career and Technical Education (ACTE) announced Richard Kincaid, Senior Executive Director in the Office of College and Career Pathways at The Maryland State Department of Education in Baltimore, Maryland, as the 2023 ACTE Region I Administrator of the Year. This award recognizes the finest career and technical education (CTE) administrators at the middle/secondary school level who have demonstrated innovation in the classroom, commitment to their students and dedication to the improvement of CTE in their institutions and communities. 

Richard is the Senior Executive Director of the Office of College and Career Pathways at the Maryland State Department of Education (MSDE) and is keenly focused on developing systems which support strong instructional leadership, industry-connected curriculum, and experiential opportunities to enhance student success. He has over 22 years’ experience teaching, leading, training, and creating systems that drive meaningful impact in the K-12 public school, government, and educational non-profit arenas.  

Prior to joining MSDE, Richard was the State Director of Career and Technical Education (CTE) at the District of Columbia’s Office of the State Superintendent of Education. He has also served as the Director of K12 Curriculum and Instruction, Director of Career and Technical Education and Career Academies, campus administrator, and high school debate teacher for several school systems in Texas. Richard holds a B.B.A. in Human Resource Management, a M.S. in Organizational Development, a M.Ed. in Educational Leadership, and is nearing completion of an Ed.D. in Curriculum and Instruction from the University of Virginia. 

Kilin Boardman-Schroyer, one of Kincaid’s former supervisors in Washington, DC, said that “as a former CTE teacher and school administrator, Richard brings a multi-dimensional understanding of what quality CTE should like and what an incredible difference these programs can make for a student’s educational engagement and career trajectory.” Boardman-Shroyer continued by saying Kincaid’s “expertise has been recognized by others as evidenced by the fact that our school partners, city leaders, and other stakeholders across the District of Columbia, the region, and the country frequently seek Richard out for his guidance, insight, and practical advice on CTE design and implementation.” 

Dr. Antoinette Mitchell, Assistant State Superintendent of Postsecondary and Career Education for the District of Columbia, added “Mr. Kincaid understands the national, state, and local interests, builds consensus around what’s important, and creates systems and programs that benefit students now and in the future. Pulling together often disparate groups with contrasting interests and forging a shared future is difficult work—Mr. Kincaid has demonstrated over the years his uncanny ability to do just that.” 

Kincaid is one of five finalists for the 2024 national title. The national winner will be announced at the ACTE Awards Gala, an award presentation recognizing the best CTE educators in the country. The event will take place on November 29, 2023, at 7:00 p.m. The Awards Gala is sponsored by Express Employment Professionals, Goodheart-Willcox, The Army, and Stratasys.
