We invite all Texas ACTE – TIVA members to seek a position on the Board for directors.  Please see the qualifications on page 10, 11 & 12 of the By-Laws.

If you would like to become more involved with your district please run for a District Director position.  On even number years we elect officers for the even number districts. On odd number years we elect officers for the odd numbers districts.  This year (2026) we are electing for districts 2,4,6,8,10 & 12.  Please click the following link for the application.

Jan Holland

President
Rebecca (Jan) Holland has been a dedicated Cosmetology instructor at Nacogdoches High School since 2012, following a successful 25-year career as a salon owner. She is a leader in career and technical education, serving as President-elect for TIVA and a master teacher for Region 7. Jan has earned multiple honors, including CTAT Teacher of the Year, Nacogdoches ISD District Teacher of the Year and SkillsUSA District 7 Advisor of the Year. She is a passionate advocate for the Cosmetology Industry as well as all CTE programs. Jan is also a proud mother, grandmother, and has been married for 35 years.

Joel Casiday

President - Elect
Joel, a classically trained chef and educator, has 13 years of experience in education, including 11 as a culinary arts instructor. He holds a B.A., A.A.S., and M.Ed., and is currently Assistant Principal at COHS. Joel has been recognized as a TIVA Outstanding Educator twice, Texas Outstanding CTE Educator, and an ACTE Region IV Finalist for Educator of the Year. He co-founded CHOPT and leads professional development for culinary and hospitality. Married for 15 years with five children, he enjoys family time, painting murals, playing tennis, leading worship, and serving as Board President for the Polk County Youth Soccer Association.

Raymond Bannert

Past President
Raymond holds a certification in Trade and Industry from Texas State University and has received multiple awards for his contributions to education, including the 2012 CTE Teacher of the Year and the 2011 TIVA Trade and Industry Teacher of the Year. He has also served in various leadership positions, including Secretary-Treasurer and President of the Texas Industrial Vocational Association (TIVA).
In addition to his teaching career, Raymond has a background in management, having worked at Concho Valley Dairy Queen, where he managed operations and employee schedules. His passion for education and leadership continues to drive his efforts in enhancing CTE programs and supporting future generations of skilled professionals

Shawndelle Harrington

Secretary - Treasurer
With over 30 years of experience as a cosmetologist and more than 20 years in education, Shawndelle Harrington is proud to serve as the District 4 Representative for Gorman ISD. Currently in her 11th year in public schools, Shawndelle is dedicated to empowering educators and supporting their professional growth as they navigate their journeys alongside students and industry. In addition to her role as an educator, she serves as the President of the Cosmetology Teachers of Public Schools (CIPS) for Texas, further demonstrating her commitment to the field.
Outside of her professional endeavors, Shawndelle enjoys spending quality time with her family, traveling, and working on quilting projects, showcasing her creative side. She is passionate about fostering connections within the education community and believes in the transformative power of learning.

Willie Velazquez

District 1
Guillermo "Willie" Velazquez, a Welding Instructor at YISD's Career and Technical Center for over 11 years, is dedicated to equipping students with welding and trade skills. A product of CTE himself, he spent 16 years in maintenance for EPISD and YISD, gaining practical experience he now shares. He fosters a learning environment emphasizing technical proficiency, professionalism, safety, and a strong work ethic, preparing students for successful careers. Married with two daughters, Hazel and Haley, both attending Arizona State University, they are a source of pride and inspiration.

James "Jimmy" Cunningham

District 2
James (Jimmy) Cunningham brings 20 years of educational experience and over 50 years in the automotive industry. A devoted husband of 41 years, father, and grandfather, he also owns two lively dogs.
Jimmy began his teaching career at Bastrop High School and has returned to West Texas to establish a new automotive shop at Monahans High School.
A dedicated advocate for vocational education, he served as a SkillsUSA Chapter Advisor for 20 years and was District 3 Director in 2009. As the current District 2 Representative on the TIVA Board of Directors, he aims to positively impact students and instructors statewide.
Jimmy is committed to understanding District 2's needs and ensuring TIVA's continued success.

Rodney Ferguson

District 3 Director
Rodney Ferguson brings nearly five decades of experience in the automotive industry to his role as TIVA’s District 3 Director. Beginning his career in 1977, Rodney has worked with some of the industry’s leading names, including Snap-on Tools and General Motors as an Automotive Technician. He later operated his own automotive and diesel repair facility, gaining hands-on expertise in both business ownership and advanced repair techniques.
For the past 16 years, Rodney has shared his knowledge and passion for the trade as an Automotive Instructor at Hereford High School, where he has guided countless students toward successful careers in the automotive field. Under his leadership, Hereford High has proudly qualified teams for the Hot Rodders of Tomorrow Engine Challenge for the past 11 years, competing at the national level at the SEMA Show in Las Vegas and the PRI Show in Indianapolis.
Outside of teaching and competition, Rodney is an avid motorsports enthusiast. He races a blown alcohol rear-engine dragster, combining his technical expertise with a love for high-performance racing.
As District 3 Director, Rodney is committed to supporting TIVA’s mission of advancing career and technical education, advocating for teachers, and promoting excellence in automotive training programs.

Bryan Brown

District 5
Bryan Brown is an automotive instructor at Pine Tree ISD with over 20 years of experience. He emphasizes continuous growth and mentors future professionals.

Beyond his teaching role, Bryan serves on the TIVA District 5 Board, advancing vocational education. He holds State and National EMT certifications and is a SCUBA diving instructor.

As a SkillsUSA advisor, Bryan prepares students for success, fostering leadership, technical skills, and a strong work ethic. His philosophy centers on perseverance and growth, shaping the future of skilled trades.

Travis McAlister

District 7
Travis McAlister is the Advanced, Practicum Automotive and Technology Instructor and department head for Madisonville CISD with nearly two decades of automotive experience. Prior to teaching, Travis spent 10 years performing advanced diagnosis and ADAS calibrations, and held an automotive locksmith license. He strives to create an environment in which students learn problem solving skills and use critical thinking to repair any mechanical or electrical issue they may encounter. He is a Texas A&M University graduate, past president of Navasota Lions Club, Master ASE Certified, and past recipient of ACTE New Teacher Of The Year for Travis Texas.

In addition to his expertise in the field, Travis is passionate about supporting fellow educators and advocating for Career and Technical Education (CTE). He believes strongly in the transformative power of CTE programs for young adults entering the workforce, equipping them with practical skills, confidence, and a clear pathway to successful careers. Travis is dedicated not only to student success but also to fostering a robust CTE community that prepares the next generation of skilled professionals.

District 8
With 13 years of experience as a machining and manufacturing teacher, Jay Rankin has dedicated their career to equipping students with practical skills and knowledge to excel in the trades. Known for their hands-on teaching approach and commitment to integrating the latest manufacturing technologies, [Your Name] fosters an environment where students develop both technical expertise and problem-solving abilities.
Outside the classroom, Jay Rankin is an avid hunter, amateur gunsmith, and licensed ham radio operator, blending their passion for technical precision with a love for the outdoors. Kemesheia Buie

District 9
Kemesheia Buie, a Dallas native, is a veteran cosmetology educator with over 20 years of experience as an award-winning cosmetologist, former salon owner, and instructor. She is currently a Cosmetology Instructor at Gonzales ISD and was the 2021–2022 CTE Teacher of the Year at Seguin ISD.
Passionate about youth development, Ms. Buie prepares future beauty and trade professionals through hands-on learning, mentorship, and skill development. She believes knowledge transforms students, helping them explore their potential and exceed expectations. She sees herself as part of each student's journey to success.
As District 8 Director, her goal is to advocate for CTE educators, expand resources, and foster a strong professional network. She is committed to inclusive leadership that drives innovation, supports program excellence, and strengthens career and technical education district-wide.

Joseph Percevecz

District 10
Joseph Percevecz is a dedicated educator and leader committed to fostering growth and innovation in career and technology education. With extensive experience across multiple teaching roles, he brings a wealth of knowledge to the field. His journey through diverse educational environments has equipped him with the skills to inspire students and collaborate effectively with educators and administrators alike.

Joseph holds a Master of Education in Technology Leadership from Texas A&M University-Commerce and a Principal as Learning Leader Certification from Schreiner University, reflecting his dedication to continuous learning and educational excellence. Throughout his career, he has actively participated in various committees and initiatives, including skills sponsorships and technology evaluations, showcasing his passion for student success and educational advancement.

Rebecca Soto

District 12
Rebecca Soto is currently serving as a Criminal Justice and Forensic Science Teacher, as well as a part-time administrative role at Roy Miller High School within the Corpus Christi Independent School District. With a comprehensive background in all three major components of the Criminal Justice field, she brings over 21 years of experience in education to this position.

Rebeccah holds an Associate’s degree in Criminal Justice and an Associate of Arts from Laredo Community College, as well as a Bachelor’s degree in Criminal Justice with a minor in Sociology from Texas A&M International University. Additionally earned a Master’s Degree in Curriculum and Instruction with a Principal Leadership endorsement. Certified as a Master Peace Officer and a T.C.L.O.L.E Instructor, with certifications in Trade and Industrial Education and English as a Second Language.

Paul Hernandez

District 13
Paul Hernandez has dedicated 24 years to San Benito High School, teaching computer animation and commercial photography. His professional background includes graphic artist and webmaster roles. He holds two AAS degrees from Texas State Technical College: Food Service and Digital Imaging Technology. A Stage 2 thyroid cancer survivor since 2015, he advocates for proactive health. At San Benito High School, he sponsors SkillsUSA Animation Chapter 3637 and National Technical Honor Society Chapter 0890, serves as SkillsUSA district coordinator, and is on the Superintendent Advisory Council. He is also the Department Chair for Career and Technical Education and was named Teacher Of The Year for 2019-2020. Beyond school, he is a member of the San Benito Lions Club. He is married to Gloria Hernandez, CTE secretary for San Benito CISD, and they have a son, Matthew Ilan Hernandez, entering 9th grade at Veteran’s Memorial Academy.

Steven Coyle- Universal Technical Institute

Dr. Steven Coyle is the National Director High School Development with Universal Technical Institute. He is beginning his 47th year in education. He retired from public education having served as a teacher, coach and high school administrator. He holds a Bachelor’s Degree in Education, a Master’s Degree in Exercise Physiology, a second Master’s Degree in Secondary School Administration and a Doctorate in Educational Leadership.
For the past 20 years, he has served in private education as an admissions representative, Director of Admissions, Director of Counselor/Academic Relations, and his present role. He has become a leading advocate for career and technical education having spoken at school counselor conferences, administrator conferences and national conventions all over the country. He also does webinars and podcasts for the Imagine America Foundation. He is heavily involved and a member of ACTE, ASCA, SkillsUSA, FFA, Alabama STEM Coalition, Hot Rodders of Tomorrow, the National Association of Workforce Boards, STEM Ed Coalition, and TIVA Board of Directors. He has been asked to speak at several homeschool conferences across the country including the Great Homeschool Conventions. He was recently asked to serve on the Board of Directors for the Imagine America Foundation.

Dan Belcher - JLG

Dan Belcher is the Education Manager for JLG Industries, Inc., bringing over 35 years of experience in public education and workforce development, particularly in the construction industry. Dan worked for the Fort Worth ISD as a teacher, building administrator, the district's CTE Director and served as the CTE Consultant for ESC 11 before moving to Florida. Dan worked for the National Center for Construction Education and Research where he served as the company's Director of Workforce Development and Director of Fundraising and Philanthropy.
Dan serves as JLG’s education and business liaison to the Association of Career and Technical Education (ACTE), American Council for Construction Education (ACCE), Associated Builders and Contractors (ABC), Associated General Contractors (AGC) and SkillsUSA.
He holds a bachelor’s degree in industrial arts education from the University of North Carolina at Chapel Hill and a master’s in education from the University of Texas at Arlington.

Cathy Tyler Director of Workforce Development

Cathy Tyler is the Director of Accreditation, Workforce Development, and Customer Success at the National Center for Construction Education and Research (NCCER). She is responsible for the day-to-day oversight of the Workforce Development, Accreditation, Audit, and Customer Success Teams. Cathy has served NCCER’s mission for 25 years and has led the implementation of influential partnerships such as Future Farmers of America (FFA), the Coalition on Adult Basic Education (COABE) and numerous industry and educational programs nationwide. Cathy is a thought leader in workforce development solutions and has served on the board of the American Council for Construction Education (ACCE) and the National Association of Women in Construction (NAWIC). In 2024, she represented NCCER to receive the key to the city of Port Arthur, TX as well as two state proclamations in honor of contributions made to community-based workforce development initiatives. Cathy is passionate about comprehensive workforce development solutions and building cross-sector connections to advance industry objectives.

Crystal Latham-Alford- SkillsUSA

Ex-Officio - CTSO Post Secondary Representative
Crystal Latham-Alford brings over a decade of expertise in Career and Technical Education (CTE) to her role as Executive Director of SkillsUSA Texas. She began her career as the Director of Student Life at Texas State Technical College (TSTC) Sweetwater, where she played a vital role in expanding SkillsUSA throughout the college system. After leading SkillsUSA Texas Postsecondary since 2017, Crystal took on the Secondary division in 2023, building cohesive pathways for both Secondary and Postsecondary CTE programs.
Her work has expanded membership, industry partnerships, and SkillsUSA Texas’s reach, benefiting students and the workforce across Texas. A fellow for ACTE Next Level Postsecondary, PACE Division Board Member, State Director Association Region IV Board Representative, TIVA Board Member, and advocate for CTE, Crystal’s commitment to SkillsUSA is reflected in her mentorship and dedication, inspiring students to strive for excellence in their careers and beyond.

Darlene Mills– Executive Director

Darlene Mills is a retired educator with over 28 years of experience in Career and Technical Education. She holds a Master's degree in Educational Administration and a Bachelor's degree in Kinesiology from Lamar University. Darlene is certified in multiple teaching areas, including Technical Education, Human Services, and Special Education.

An active member of the Texas Industrial Vocational Association (TIVA) for 28 years, Darlene has served on the board as the District 7 Director and has held the position of Secretary-Treasurer on the executive board. Currently, she is proud to serve as the Executive Director of TIVA, where she is dedicated to supporting the organization and its members.
