Britta Rotering, Ed.D.
President

Dr. Britta Rotering is a leader in Career and Technical Education (CTE) with a career defined by expanding student opportunities and building robust industry pipelines. Currently serving as the Administrator of CTE/ La Crosse Youth Apprenticeship Consortium Coordinator for the School District of La Crosse, Dr. Rotering oversees programming for all secondary schools and multiple specialized pathway academies. She is also an Adjunct Professor in the Family & Consumer Sciences Education Graduate Program at the University of Wisconsin-Stevens Point, where she develops curricula to prepare the next generation of CTE educators.

Dr. Rotering earned her Ed.D. in Career and Technical Education from the University of Wisconsin-Stout, as well as her Educational Specialist Degree in CTE, Masters of Education and Bachelors in Family & Consumer Sciences and minor in Health Education. She is also a Combat Veteran of the U.S. Army. Having served in Operation Iraqi Freedom, she brings a unique perspective on discipline and service to her educational leadership.

Dustin Lehman
Treasurer

Dustin is a dedicated Career and Technical Education leader with a passion for connecting students to meaningful career-connected learning experiences. He currently serves as the Director of Strategic Partnerships for the Elkhorn Area School District, where he works to build strong partnerships between the school district, local businesses, higher education, nonprofits, and community organizations. In this role, Dustin supports workforce development, student readiness, program innovation, Youth Apprenticeship, Transition Services, and grant-funded initiatives that expand opportunities for students.

Dustin brings 18 years of experience in education, with a strong background in career and technical education, work-based learning, academic and career planning, and technology and engineering education. Prior to joining Elkhorn, he served as the College & Career Readiness Coordinator for the Mukwonago Area School District and taught Technology and Engineering in both Wisconsin and Indiana.

Dustin earned his master’s degree in Educational Leadership from Cardinal Stritch University and his bachelor’s degree in Technology Education from the University of Wisconsin-Stout. He also holds certifications as a school principal, director of instruction, career and technical education coordinator, and technology and engineering instructor. Throughout his career, Dustin has remained committed to helping students discover their strengths, explore career pathways, and build the skills needed for success after high school.

Kayla Darr
Board Secretary

Kayla is a dedicated leader in Career and Technical Education with a career rooted in agriculture, hands-on learning, and expanding opportunities for students. Currently serving as a CTE Consultant for CESA 5, Kayla has spent the past five years working primarily with students and schools involved in the Youth Apprenticeship Program, helping connect students to meaningful career pathways and real-world learning experiences.

Kayla earned her master’s degree in Career and Technical Education from the University of Wisconsin-Stout and holds an undergraduate degree in Agricultural Sciences from Southern Illinois University-Carbondale, with a specialization in Education and a minor in Horticulture.

Prior to joining CESA 5, Kayla taught agriculture for nine years at Westfield Area School District. During that time, her passion for Career and Technical Student Organizations (CTSOs) grew, especially through seeing the powerful impact these organizations have on today’s youth. Through classroom instruction, student leadership development, and work-based learning opportunities, Kayla has remained committed to helping students discover their strengths and build confidence in their futures.

Growing up on a farm and having a father in the trades helped shape Kayla’s deep appreciation for Career and Technical Education. Those experiences continue to influence her work today, making CTE not just a professional focus, but something truly near and dear to her heart.
