ACTE Announces Ohio Director as National Award Finalist

ALEXANDRIA, VA—Today, the Association for Career and Technical Education (ACTE) announced Tim L. Buschur, Director of Celina City Schools/Tri Star Career Compact in Celina, Ohio, as the 2017 ACTE Region I Administrator of The Year. This award recognizes administrative CTE professionals at the school, district, county, state or federal level who have demonstrated leadership in ensuring teacher and student success and have made significant contributions toward innovative, unique and effective career and technical education programs.

Since 2000, Tim Buschur has served as Director of the Tri Star Career Compact, which provides direct CTE programming for 490 students across nine school districts each year and oversees CTE instruction for another 1,500 students at their schools of residence. Under Buschur’s leadership, Tri Star students graduate at a rate of over 99.9% and 90% stay in their field of study in the local workforce, providing a critical pipeline of skilled labor to an area with only 3% unemployment. After a 15-year lapse in adult programming at the school, Buschur partnered with the West Central Ohio Workforce Development Initiative to create programming that would deliver skilled adult labor at low cost to students. Since the start of the group, 145 adults have been trained in welding, precision machining, and State Tested Nurse Aide, and the cost of their education has almost entirely been covered by local businesses. 

In 2015, Buschur was given the task to explore building a new career center at one location to consolidate six separate campuses. Because state law did not allow the voting of a levy to fund a compact school, he worked with local economic leaders and state legislators to put on the ballot a building levy for a new 100,000 square foot rural STEM school—the first of its kind in the state. Under Buschur’s leadership and vision, and by working with all nine local districts and business people, the levy passed. It was a great team effort. On its completion in 2019, the new school will allow for the addition of three new programs; increase enrollment from 500 to 650 students; add 35,000 square feet of space; and reduce 42 bus routes to 12 routes, allowing 25 minutes more per day of instruction. The new facility will also allow Tri Star to work with nearby Wright State Lake University to share facilities and provide students greater opportunity to receive transferable college credits for CTE courses. Michael L. Pohlman, Superintendent for Marion Local Schools, says, “I am very blessed to work with a man such as Tim Buschur that has passion and pride for career technical education.”

Buschur is one of 5 finalists for the 2018 national title. The national winner will be announced at the ACTE Awards Banquet, a dinner and award presentation recognizing the best CTE educators in the country. The event will take place on Wednesday evening, December 6, during ACTE’s CareerTech VISION 2017 in Nashville, Tennessee. The Awards Banquet is sponsored by Express Employment Professionals, the US Army, CareerSafe, Stratasys, and International Baccalaureate.
