Donna Metcalf began her career in CTE in 1972 as a business education instructor for economically disadvantaged adults at Western Technology Center Area. In 1978, the Oklahoma Department of CTE hired her to develop industry-specific curriculum for short-term adult programs. During her 34 years at the department, she started the business and industry services and human resources divisions; assisted two state directors with legislative coordination and creation of several technology center districts; coordinated Oklahoma's dropout recovery programs; coordinated student services for roughly 1,500 inmates and juvenile offenders at skills centers; facilitated strategic planning for 18 technology centers, the Oklahoma Department of Corrections, the Oklahoma Office of Central Services and the Oklahoma Alliance for Manufacturing Excellence; was the Oklahoma Department of CTE representative for the OkACTE Administration Division, OCLA/NCLA and the Oklahoma Association of Technology Centers for 14 years; coordinated professional development opportunities for Oklahoma's technology center superintendents and board members; and coordinated field services for 29 technology center districts.

In 2012, Metcalf joined the Kiamichi Technology Center district as their first organizational and instructional development coordinator. In this role, she spearheaded strategic planning for all ten Kiamichi campuses. Metcalf helped start a video history of Kiamichi Technology Center, coordinated curriculum approval each year with the Oklahoma Department of CTE, encouraged integration of learning management systems, coordinated accreditation visits, worked with cooperative alliance agreements, organized professional development opportunities, created several small learning communities and facilitated the implementation of Southern Regional Educational Board's Technology Centers That Work program and training for the new Oklahoma accreditation model which includes  Baldrige Criteria for Performance Excellence. Donna has been elected to numerous leadership positions over her tenure and received many awards. “Donna is a legendary CareerTech leader in Oklahoma,” says Pat McGregor, retired Executive Director of Oklahoma ACTE.
