This includes activities embedded within CTE programs as well as planning and advising provided by school counselors.<\/p>\n<p>In many states, career exploration and planning is organized around individualized career and academic plans (ICAPs), education and career plans or similarly named tools that help guide learners\u2019 course selections and choices of other activities like work-based learning. These plans are often started in seventh or eighth grade and are revisited by learners, families and counselors on an annual or twice-yearly basis. They are informed by local and regional education and labor market information and often include portfolios that showcase student projects and achievements.<\/p>\n<p><em>Examples<\/em>:<\/p>\n<ul>\n<li><a href=\"https:\/\/sbe.wa.gov\/our-work\/graduation-requirements\/high-school-and-beyond-plan\" target=\"_blank\" rel=\"noopener\">Washington High School and Beyond Plan<\/a><\/li>\n<li><a href=\"https:\/\/dpi.wi.gov\/acp\/legal\" target=\"_blank\" rel=\"noopener\">Wisconsin Academic and Career Planning<\/a><\/li>\n<li><a href=\"https:\/\/www.doe.virginia.gov\/parents-students\/for-students\/graduation\/graduation-requirement-resources\/academic-career-plan\" target=\"_blank\" rel=\"noopener\">Virginia Academic and Career Plan<\/a><\/li>\n<\/ul>\n<p>This exploration and planning is facilitated by tools like strength and interest inventories. These inventories are usually delivered in the form of quizzes and help students consider their career interests, their existing knowledge and skills, and what they want their future to look like. One example is <a href=\"https:\/\/www.pearson.com\/en-us\/schools\/college-readiness-career-education\/career-technical-education\/career-explorer.html\" target=\"_blank\" rel=\"noopener\">Pearson Career Explorer<\/a>, a gamified career exploration tool that offers an adventure-style role-playing experience where students match their interests to real-world opportunities. It aligns with ICAPs and incorporates labor market data.<\/p>\n<p>In addition to advising, your CTE programs may offer units, courses and camps that focus on career exploration and planning:<\/p>\n<ul>\n<li>Semester-long or full-year courses that focus on identifying student strengths, interests and goals; researching careers; and gaining financial literacy<\/li>\n<li>Career-focused lessons or units that are integrated into CTE courses<\/li>\n<li>Short-term rotations through the CTE program areas available in your school or district<\/li>\n<li>Summer camps that enable students to explore a particular career area or industry (some of these optional experiences may be targeted to particular learner groups like girls in STEM)<\/li>\n<\/ul>\n<p>You can learn more about career exploration and planning and how CTE collaborates with school counselors with ACTE\u2019s <a href=\"https:\/\/www.acteonline.org\/cte-101\/cte-101-for-counselors\/\" target=\"_blank\" rel=\"noopener\">CTE 101 for Counselors<\/a> microsite.<\/p>\n<p><span style=\"color: #008080\"><strong><em>State-specific Info<\/em><\/strong><\/span>: Find CTE career exploration and planning tools in your state with our\u00a0<a href=\"https:\/\/www.acteonline.org\/cte-101\/state-resources-administrators\/\" target=\"_blank\" rel=\"noopener\">State-by-State Resource List<\/a>.<\/p>\n<\/p>\r\n                                            \r\n                                                                                    <\/div>\r\n                                    <\/div>\r\n                                                            <\/div>\r\n                                                        <div class=\"collapsed-box\">\r\n                                <a class=\"question collapsed\" data-bs-toggle=\"collapse\" href=\"#faq1\" role=\"button\" aria-expanded=\"false\" aria-controls=\"faq1\">\r\n                                Work-based Learning                                <\/a>\r\n\r\n                                                                    <div class=\"answer collapse\" id=\"faq1\">\r\n                                        <div class=\"card card-body\">\r\n                                                                                            <p><p>Work-based learning (WBL) enables students to learn about careers, build connections with industry professionals, and develop and practice technical, academic and employability skills needed for career success. It may take place in workplaces, in the community, at educational institutions and virtually.<\/p>\n<p>Here are just a few of the different types and models for WBL that can be integrated into your CTE programs, as appropriate.<\/p>\n<ul>\n<li><span style=\"color: #800080\"><strong>Job shadowing<\/strong><\/span>: Students are paired with an industry professional to observe the day-to-day responsibilities of a particular occupation.<\/li>\n<li><span style=\"color: #800080\"><strong>School-based enterprises<\/strong><\/span>: Students operate a business in a school setting that provides goods or services for other students, school staff and\/or the community, such as a bakery or veterinary grooming service. These businesses may be run by career and technical student organizations (CTSOs), which we will discuss further in the next section. For instance, DECA is a CTSO focused on marketing, finance, hospitality and management with chapters that often operate school spirit stores.<\/li>\n<li><span style=\"color: #800080\"><strong>Simulated Workplaces<\/strong><\/span>: A model popularized in <a href=\"https:\/\/wvde.us\/academics\/career-technical-education\/simulated-workplace\" target=\"_blank\" rel=\"noopener\">West Virginia<\/a> and Alabama in which classrooms are organized as a real or mock business operated by learners. Industry professionals serve as mentors and inspectors for each Simulated Workplace.<\/li>\n<li><span style=\"color: #800080\"><strong>Workplace challenges\/industry-sponsored projects<\/strong><\/span>: Students work, often collaboratively, in school to develop a product or service for an employer partner.<\/li>\n<li><strong><span style=\"color: #800080\">Internships<\/span><\/strong>: Students perform substantive work over an extended period for an employer in a real or virtual workplace that aligns with their career plans. Internships may be paid or unpaid and may or may not lead to academic credit.<\/li>\n<li><span style=\"color: #800080\"><strong>Youth and pre-apprenticeships<\/strong><\/span>: Youth apprenticeships serve high school students or out-of-school youth aged 16-24. Students are employed while receiving job-related classroom instruction, often through dual enrollment, leading to an industry-recognized credential. Pre-apprenticeships prepare individuals to enter and complete a Registered Apprenticeship.<\/li>\n<\/ul>\n<div style=\"text-align: center\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1955 aligncenter\" src=\"https:\/\/www.acteonline.org\/cte-101\/wp-content\/uploads\/sites\/28\/2026\/02\/Career-Specific-WBL.png\" alt=\"\" width=\"936\" height=\"203\" srcset=\"https:\/\/www.acteonline.org\/cte-101\/wp-content\/uploads\/sites\/28\/2026\/02\/Career-Specific-WBL.png 936w, https:\/\/www.acteonline.org\/cte-101\/wp-content\/uploads\/sites\/28\/2026\/02\/Career-Specific-WBL-300x65.png 300w, https:\/\/www.acteonline.org\/cte-101\/wp-content\/uploads\/sites\/28\/2026\/02\/Career-Specific-WBL-768x167.png 768w\" sizes=\"auto, (max-width: 936px) 100vw, 936px\" \/><\/div>\n<p>&nbsp;<\/p>\n<p>There are a variety of considerations that administrators need to keep in mind for work-based learning, including, but not limited to, building employer and industry partnerships to support these opportunities; transportation to worksites; virtual technology to enable simulated experiences; and liability concerns.<\/p>\n<p>This process can be streamlined through guides, training agreements and similar tools that help CTE staff, employers, learners and families understand their roles and responsibilities. Arizona <a href=\"https:\/\/www.azed.gov\/cte\/work-based-learning\" target=\"_blank\" rel=\"noopener\">offers numerous resources<\/a> CTE staff can use to develop training agreements across different Career Clusters.<\/p>\n<p>One pressing concern that can stop WBL in its tracks is liability coverage to protect student workers. This is a surmountable issue! School districts often have their own liability insurance that protects students and teachers in situations like field trips and WBL placements. And if they\u2019re employed by the company, student interns or apprentices may be\u00a0covered under employers\u2019 existing workers\u2019 compensation policies,\u00a0the same as\u00a0other workers.<\/p>\n<p>As you can see, there is much to manage to develop a high-quality WBL program. These tasks may fall to CTE teachers, CTE administrators, or work-based learning\/career development coordinators whose job is focused on the management, oversight and logistics of WBL. Or a combination of all of the above!<\/p>\n<p><span style=\"color: #008080\"><strong><em>Check it out!<\/em><\/strong><\/span> Use this ACTE <a href=\"https:\/\/www.acteonline.org\/wp-content\/uploads\/2026\/02\/ACTE-WBL-Support-Menu.pdf\" target=\"_blank\" rel=\"noopener\">chart<\/a> to help you organize partner interest in various WBL activities.<\/p>\n<\/p>\r\n                                            \r\n                                                                                    <\/div>\r\n                                    <\/div>\r\n                                                            <\/div>\r\n                                                        <div class=\"collapsed-box\">\r\n                                <a class=\"question collapsed\" data-bs-toggle=\"collapse\" href=\"#faq2\" role=\"button\" aria-expanded=\"false\" aria-controls=\"faq2\">\r\n                                Career and Technical Student Organizations                                <\/a>\r\n\r\n                                                                    <div class=\"answer collapse\" id=\"faq2\">\r\n                                        <div class=\"card card-body\">\r\n                                                                                            <p><p>Career and technical student organizations (CTSOs) are not clubs \u2013 they provide co-curricular opportunities for CTE students to explore careers and develop and practice technical, leadership and employability skills.<\/p>\n<p><span style=\"color: #800080\"><strong><em>Organizations Recognized by the National Coordinating Council of CTSOs<\/em><\/strong><\/span><\/p>\n<ul>\n<li><a href=\"https:\/\/bpa.org\/\" target=\"_blank\" rel=\"noopener\">BPA: Business Professionals of America<\/a><\/li>\n<li><a href=\"https:\/\/www.deca.org\/\" target=\"_blank\" rel=\"noopener\">DECA<\/a><\/li>\n<li><a href=\"https:\/\/www.fbla.org\/\" target=\"_blank\" rel=\"noopener\">FBLA: Future Business Leaders of America<\/a><\/li>\n<li><a href=\"https:\/\/fcclainc.org\/\" target=\"_blank\" rel=\"noopener\">FCCLA: Family, Career and Community Leaders of America<\/a><\/li>\n<li><a href=\"https:\/\/www.ffa.org\/\" target=\"_blank\" rel=\"noopener\">FFA<\/a><\/li>\n<li><a href=\"https:\/\/hosa.org\/\" target=\"_blank\" rel=\"noopener\">HOSA\u2013Future Health Professionals<\/a><\/li>\n<li><a href=\"https:\/\/www.nationalpas.org\/\" target=\"_blank\" rel=\"noopener\">National Professional Agricultural Student Organization<\/a><\/li>\n<li><a href=\"https:\/\/www.skillsusa.org\/\" target=\"_blank\" rel=\"noopener\">SkillsUSA<\/a><\/li>\n<li><a href=\"https:\/\/tsaweb.org\/\" target=\"_blank\" rel=\"noopener\">Technology Student Association<\/a><\/li>\n<\/ul>\n<p>Specific states may recognize some or all of these organizations. In addition, some states recognize additional organizations that meet their definition of a CTSO, such as <a href=\"https:\/\/educatorsrising.org\/\" target=\"_blank\" rel=\"noopener\">Educators Rising<\/a>.<\/p>\n<p>The level of CTSO integration also varies by state. Some states, like <a href=\"https:\/\/educate.iowa.gov\/higher-ed\/cte\/iowa-quality\/student-organizations\" target=\"_blank\" rel=\"noopener\">Iowa<\/a>, require that all secondary CTE programs integrate an approved CTSO chapter. Other states may encourage but not require CTSO integration.<\/p>\n<p>Each local CTSO chapter needs an adviser, who is typically the teacher of the relevant CTE program. Since managing the CTSO comes with added responsibilities, this person often receives a small stipend in recognition of this extra effort.
