Postsecondary education is the responsibility of provincial and territorial governments, and each jurisdiction has its own quality-assurance mechanisms. There is no national system of education. Postsecondary education also includes all types of formal instructional programs beyond secondary school, including academic, vocational, technical and continuing professional education offered by universities, colleges or institutes.

Mexico
Although basic education is the Mexican government’s highest priority, the upper secondary education system is constantly gaining more popularity throughout the country. The upper-secondary education is divided into general baccalaureate, technical baccalaureate and bivalent baccalaureate. The general baccalaureate education system is administered by the Sub-secretariat for Tertiary Education and Scientific Research (SESIC). The technical baccalaureate training is provided through a range of institutions that include CONALEP, which offers programs for mid-level careers in the work force. CONALEP offers the opportunity for students to gain access to higher education, yet they can choose to take more courses per semester and take a separate high school diploma exam.
