House Members Introduce Bill Amending Perkins Labor-market Provisions

On April 7, a bi-partisan group of House members introduced the "Perkins Modernization Act of 2014." Reps. Joe Kennedy III (D-MA), Adam Kinzinger (R-IL), Rodney Davis (R-IL) and Jared Polis (D-CO) were the original sponsors of the bill.

The bill seeks to add language to Perkins focusing on the use labor-market data to align CTE with current and emerging workforce demands. Changes are made primarily by substituting the phrase "employment in current or emerging in-demand industry sectors or occupations" for current law references to "high skill, high wage, or high demand occupations in current or emerging professions," and through the inclusion of a definition of "in-demand industry sector or occupation."    

It is important to note that this is not a comprehensive reauthorization bill, but that its ideas could be included in such a bill as the House Education and the Workforce Committee works on Perkins legislation later this year.

ACTE provided some input into the legislation in draft form, and is currently examining the final details to determine its implications. We appreciate the interest in CTE and Perkins shown by Reps. Kennedy, Polis, Kinzinger and Davis, and certainly agree that the use of labor market information is a critical component of ensuring CTE programs prepare students for career success. While the alignment of CTE programs to business and industry needs is already a hallmark of both Perkins and CTE programs around the country, efforts to increase the availability and usability of labor market information to aid in these efforts is welcome. We look forward to working with these members and the Education and the Workforce Committee as the reauthorization process moves forward.

Education Leader George Miller to Retire

Rep. George Miller (D-CA), ranking member on the House Education and the Workforce Committee and winner of ACTE’s Policymaker of the Year Award, announced his retirement on Monday. He will not seek re-election in 2014.

House Passes FY 14 Omnibus Bill With Perkins Increase; Senate to Vote Soon

The FY 2014 omnibus appropriations bill passed overwhelmingly on the floor of the House of Representatives yesterday by a vote of 359-67. As we previously reported, the omnibus bill includes a $53 million increase for Perkins! The Senate is expected to vote on the measure before the end of the week. Please take a few minutes to reach out to your Senators and urge them to vote YES on this bill.
