VP Biden Announces National Apprenticeship Partnerships

In remarks to the American Association of Community Colleges, Vice President Joe Biden announced a new program between the Departments of Labor and Education to allow graduates of the Department of Labor’s (DOL) Registered Apprenticeship programs to receive college credit for qualifying on-the-job and classroom training.

Currently, a patchwork of individual articulation agreements exists between single postsecondary institutions and local Registered Apprenticeship programs. The newly announced Registered Apprenticeship – College Consortium (RACC) will work to expand those articulation agreements to offer more opportunities for accelerated postsecondary education.

Apprenticeships currently registered through the DOL’s Registered Apprenticeship program will need to have their program evaluated by an acceptable third-party, such as the American Council on Education  or the National College Credit Recommendation Service, to determine the college-credit worthiness of the program. Postsecondary institutions wishing to participate must be degree-granting institutions accredited by a recognized regional accrediting agency. Students participating in a qualified RACC apprenticeship will be able to earn up to 60 college credits based their experiences.

Interested apprenticeship programs and postsecondary institutions can obtain an application to join the national consortium from the department’s RACC website.

Education Leader George Miller to Retire

Rep. George Miller (D-CA), ranking member on the House Education and the Workforce Committee and winner of ACTE’s Policymaker of the Year Award, announced his retirement on Monday. He will not seek re-election in 2014.

House Passes FY 14 Omnibus Bill With Perkins Increase; Senate to Vote Soon

The FY 2014 omnibus appropriations bill passed overwhelmingly on the floor of the House of Representatives yesterday by a vote of 359-67. As we previously reported, the omnibus bill includes a $53 million increase for Perkins! The Senate is expected to vote on the measure before the end of the week. Please take a few minutes to reach out to your Senators and urge them to vote YES on this bill.
