New Report on CTE Teacher Certification, Evaluation & Professional Development

In mid-October, the Center on Great Teachers and Leaders at the American Institutes for Research released a special Issues Brief titled, "21st Century Educators: Developing and Supporting Great Career and Technical Education Teachers." The brief contains an overview of activities around the country related to CTE teacher certification, performance evaluation, and professional development, and suggests that a more integrated human capital management system is critical to CTE teacher effectiveness. Such a system would include policies and procedures for teacher preparation, certification, recruitment, retention, induction, mentoring, evaluation, professional learning, professional development, and the educator environment, with built in feedback loops that ensure CTE teachers are supported in a cohesive way.

Targeted primarily toward state policymakers and staff and others working to address CTE teacher-quality issues, the brief provides some of the most comprehensive information available on how CTE teachers have been integrated into new state evaluation systems, and key questions policymakers should consider to strengthen policies in this area and better align them to the needs of CTE teachers.

Some of the key statements in the report include:

  • Building a stable, effective CTE teacher workforce requires purposeful policy development that balances competing concerns.
  • Leaders should consider the role, assignment, and school context of CTE teachers in designing and implementing evaluation systems.
  • CTE teachers need support through high-quality professional learning opportunities in order to have an effective impact on students' college and career readiness.

Education Leader George Miller to Retire

Rep. George Miller (D-CA), ranking member on the House Education and the Workforce Committee and winner of ACTE’s Policymaker of the Year Award, announced his retirement on Monday. He will not seek re-election in 2014.

House Passes FY 14 Omnibus Bill With Perkins Increase; Senate to Vote Soon

The FY 2014 omnibus appropriations bill passed overwhelmingly on the floor of the House of Representatives yesterday by a vote of 359-67. As we previously reported, the omnibus bill includes a $53 million increase for Perkins! The Senate is expected to vote on the measure before the end of the week. Please take a few minutes to reach out to your Senators and urge them to vote YES on this bill.
