COWS-CLASP State Profiles Promote Pathways

The Center on Wisconsin Strategy (COWS) and the Center for Law and Social Policy (CLASP) have collaborated on a set of profiles that describe the characteristics of those in need of better skills and wages in each state. Each profile provides numbers and percentages of adults without either a two-year or four-year degree or without proficiency in English, who are also earning less than the state median wage, as well as those who have not worked in the past year.

According to these profiles, the number of workers who need a boost is more than one million in each of 14 states and more than 500,000 in an additional 15 states.

The organizations hope that these profiles will assist stakeholders in determining state need for funding, policies and systems that better support the advancement of low-income and low-skilled workers. They particularly point to career pathways as a strategy to help achieve this goal.
