Senate Unveils Latest ESEA Reauthorization Bill

Today, June 4, the Senate Health, Education, Labor and Pensions (HELP) Committee Chairman Tom Harkin (D-IA) introduced a bill to reauthorize the Elementary and Secondary Education Act (ESEA). The ESEA was last authorized in 2002 as the No Child Left Behind Act, and has been up for reauthorization since 2007. The HELP committee’s last attempt to reauthorize ESEA was in 2011.

The bill, titled the Strengthening America’s Schools Act, is said to be similar to the bill passed by the committee in 2011. A few highlights include:

  • an expansion of early childhood education initiatives
  • inclusion of a teacher evaluation system
  • incorporating the Race to the Top
  • states with an approved ESEA flexibility waiver will be allowed to stick with their state developed accountability system
  • states without an approved state developed accountability system will have to develop a set of goals with student achievement and growth in mind

Chairman Harkin has stated that the committee will begin the markup procedure for the Strengthening America’s Schools Act on June 11.

ACTE is currently reviewing the bill and will post a summary of its effect on CTE as soon as possible.

Education Leader George Miller to Retire

Rep. George Miller (D-CA), ranking member on the House Education and the Workforce Committee and winner of ACTE’s Policymaker of the Year Award, announced his retirement on Monday. He will not seek re-election in 2014.

House Passes FY 14 Omnibus Bill With Perkins Increase; Senate to Vote Soon

The FY 2014 omnibus appropriations bill passed overwhelmingly on the floor of the House of Representatives yesterday by a vote of 359-67. As we previously reported, the omnibus bill includes a $53 million increase for Perkins! The Senate is expected to vote on the measure before the end of the week. Please take a few minutes to reach out to your Senators and urge them to vote YES on this bill.
