On Friday, the Office of Management and Budget at the White House released a new report that examines how federal funding might be impacted by sequestration. Without congressional intervention, sequestration is scheduled to go into effect on January 2, 2013. According to the report, all non-defense discretionary (NDD) programs that are not exempt from sequestration will be cut 8.2 percent. This means that the Perkins stands to lose approximately $92 million in Fiscal Year 2013 alone!

On July 18, the House Labor, Health and Human Services, and Education Appropriations Subcommittee passed its version of the Fiscal Year (FY) 2013 funding bill. The $150 billion appropriations measure, which included funding for programs in the Departments of Education, Labor, and Health and Human Services, provided level funding for the Carl D. Perkins Career and Technical Education Act.

On June 14, the Senate Appropriations Committee approved the Fiscal Year (FY) 2013 Labor, Health and Human Services, and Education spending bill by a vote of 16-14 along party lines. The bill provides $158 billion for a range of federal Labor-HHS-Ed programs and includes level funding for Perkins.

Earlier this week, the Department of Education released revised estimates of state Perkins allocations for FY 2012 (July 2012 and October 2012 distributions). These new estimates replace state allocations originally sent to states on April 9 due to administrative errors that were discovered in the original estimates. Approximately half of states received a different allocation (either higher or lower) in this new estimate.

On April 19, at an event at Des Moines Area Community College in Ankeny, Iowa, Secretary of Education Arne Duncan and OVAE Assistant Secretary Brenda Dann-Messier released the Administration’s Blueprint for Perkins reauthorization. The Blueprint is titled “Investing in America’s Future: A Blueprint for Transforming Career and Technical Education.”
