On Tuesday, the Obama Administration released
its budget proposal for FY 2015. This document, normally
released in early February, outlines the Administration's spending priorities
for the coming year fiscal year. The budget proposes to level fund the Perkins
Basic State Grant at $1.118 billion in FY 2015, with no increase for CTE
National Programs either. ACTE is concerned that continued
inadequacies in state Perkins funding, which is proposed at $5 million below
pre-sequester levels and over $140 million below FY 2010 levels, are negatively
impacting high schools, CTE centers, community and technical colleges,
employers and millions of CTE students nationwide.

The Department of Labor announced on February 19 the availability of approximately $150 million in new grants designed to help place individuals affected by long-term employment into new jobs. These grants, referred to as the “Ready to Work Partnerships” between employers and non-profit organizations, will help those who have been out of work for long periods to obtain middle and high-skilled jobs.

to pass a new, five-year
Farm Bill on Tuesday. The House approved the compromise bill last week. At nearly 1,000 pages long, the legislation is
the cornerstone of federal agriculture policy with implications for a
wide-range of issues, including forestry, research, energy, nutrition, social welfare,
job training and education.

Recently, the U.S. Department of Education released
a new state-by-state table that shows Perkins funding in Fiscal Year (FY) 2014.
The table shows state allocations beginning in FY 2012 and reflects the FY 2013
sequester cut, as well as the recent increase in Perkins funding for the
current fiscal year. The FY 2014 omnibus appropriations bill, which was
recently signed into law by President Obama, included a $53 million increase
for Perkins! The funding boost for Perkins will restore over 90 percent of the
cut to Perkins state grants that occurred in 2013 as a result of sequestration.

Recently, the Workforce Data Quality Campaign (WDQC),
a national initiative that advocates for inclusive, aligned and
market-relevant data systems used for advancing the nation's skilled
workforce, released an initial report outlining
the campaign's five-point agenda for reform. ACTE was a founding

Sen. Tammy Baldwin (D-WI) introduced the Grants for Renewable Energy
Education for the Nation (GREEN) Act (S.
1952). The bill is a companion to the House
GREEN Act sponsored by Rep. Jerry McNerney (D-CA). Sen. Baldwin publicly

FY 2014 omnibus appropriations bill cleared the Senate last night on a
bipartisan vote of 72-26.
As we previously
reported, the House overwhelming approved the funding measure, including a
$53 million increase for Perkins, earlier this week.
