from the National Center for Education Statistics (NCES), CTE
coursetaking was on the decline from 1990 to 2009, while academic
coursetaking increased. In addition, CTE coursetaking patterns shifted.

Eric Seleznow, Employment and Training Administration Assistant Secretary at the U.S. Department of Labor (DOL) provided a few remarks on November 18 at a New America Foundation event titled "A Natural Fit?: Community Colleges and Competency-Based Education." The comments addressed both the topic of competency-based education (CBE) and broader issues and initiatives at the Department.

The Senate Health, Education, Labor and Pensions (HELP) Committee held a hearing yesterday on simplifying federal student aid through the reauthorization of the Higher Education Act (HEA). Senators Tammy Baldwin and Al Franken both spoke about the importance of easing access to financial aid for “non-traditional” students, those that are older, part-time or residing off campus, and ensuring access is allowed for those students enrolled in short-term CTE postsecondary credentialing programs.

This week, the bipartisan
Congressional CTE Caucus held a briefing for congressional staffers to discuss Perkins
reauthorization from the perspective of different CTE stakeholders. ACTE has organized a CTE
school visit for congressional staff later this month at the Arlington Career
Center in Arlington, VA. Additionally, the House
Education and the Workforce Committee will hold its
second reauthorization hearing on Tuesday, November 19.

As I reported
last month, the U.S. performed below average on numeracy, literacy and
problem solving in technology-rich environments in the OECD Survey of Adult Skills.
An event yesterday hosted by the Center for American Progress delved
into these findings, proposed solutions and featured an announcement
from the Office of Vocational and Adult Education (OVAE) about its plans
to address adult skills deficiencies.
